1. What do they do?
Coalition for Clean Air (EIN 23-7120567) is the California recipient, not the international Climate and Clean Air Coalition. General donations support policy, education, community projects and overhead. The current organization page identifies statewide clean-transportation and air-protection work; many historical achievements already belong in the counterfactual.
The AirAware project is EPA-funded with TD Enviro and IQAir. Its 'Los Angeles area' description includes Corona-Norco, which is outside this LA-plus-Orange-county boundary. The other two facilities are verified within LA County: Southeast-Rio Vista in Maywood and Weingart East Los Angeles. No equal one-third project weighting is used.
2. Monitoring and information sharing
The current Southeast-Rio Vista report documents eight purifiers installed in March 2026 versus a room-sizing target of fifteen. Funds, available outlets and wall space constrained placement. The large gym received three units where roughly six were indicated. Higher fan speeds did not materially resolve the large-room filtration problem; the report also identifies doors and indoor sources. Thus seven units is a sizing shortfall, not a verified cash-only waiting list.
The Weingart report reports six units against an eight-unit target. It records an apparently user-changed low setting in one multipurpose room from May 7 until correction on July 16, and possible HVAC problems. Device purchase is only one route: operating settings and source control may be cheaper, but partners may already do them. The report's exact initial installation dates vary internally, so only March 2026 is asserted here.
Both reports are labeled April–June but include July observations or actions. Publication dates are left unknown rather than inferred from the July 1 filenames. Indoor-versus-outdoor reductions, changes in outside pollution and overnight fireworks when buildings may be closed cannot establish additional occupied personal exposure. The next data request is room-level occupied person-hours, age mix, observed concentrations with and without additional devices/settings, lifecycle costs and what EPA/YMCA/IQAir resources will already cover.
3. Qualitative assessment
A large Medicare analysis provides the external PM2.5 mortality benchmark used in the diagnostic: its most conservative full-cohort hazard ratio was 1.06 per 10 micrograms/m³. Causal interpretation still depends on confounder control and transfer across ages and pollutant mixtures. It is not a clinical result for YMCA children or a few hours of indoor exercise. Clinical morbidity, mortality and black-carbon pathways should not be added independently when they describe overlapping exposure or outcomes.
The current ports agreement and September 2026 addendum are already part of the baseline. They establish infrastructure planning and ship/truck incentive design, including a $40 million off-port infrastructure commitment. That is not a CCA grant or measured emissions reduction. The addendum explicitly leaves participation outside ports' control and requires future budgets, targets and tracking metrics.
CCA could improve incentive design, uptake or accountability. But the source does not identify a current extra-dollar work package, its effect on the number of additional cleaner trips, the dirty trips actually displaced, or LA/Orange exposure under competing designs. Transported pollution and truck routes extend into the Inland Empire and beyond; a port address cannot set the beneficiary share to one. A model multiplying an invented small advocacy probability by an invented large health total would hide, rather than resolve, the decisive uncertainty.

The central model charges five full budgets at the latest annual expense, not only a selected campaign cost. Policy/technical capacity changes the probability of additional transport/freight emissions controls or implementation beyond adopted rules, the current ports agreement and already-agreed public funding. Current activities establish a live mechanism, not the assumed probability or PM reduction. YMCA device gaps and indoor/outdoor percentages do not determine this ambient older-adult model.
Conditional on an additional policy increment, 500,000 older residents experience 0.2 micrograms/m³ less annual ambient PM2.5. A 10% recipient-specific increase in that policy probability over the five-year effort and 50% marginal funding response are judgments, not measured attribution. The funding response allows for reserves and replacement gifts; coalition contribution is already inside the probability change and is not discounted twice. The assumed exposed cohort is alive at implementation, three years after model start.
Using the external HR 1.06 per 10 micrograms/m³, a 0.7 log-risk transport factor, annual baseline mortality hazard 0.035 and survivor utility 0.75, integrate competing all-cause survival curves for ten years and discount at 3%. Half the modeled effect is durable within that window; half is three-year acceleration of an otherwise identical policy. The $10,000 normalization yields 0.0099687 local QALYs and $10,031,384 per 10. Favorable and poor joint scenarios give $109,019 and $600,601,578,234 per 10; they are sensitivity cases, not confidence limits. Zero and net-harm cases have no finite beneficial price. This is a partial-health estimate: omitted pathways have zero net central contribution by judgment, not proven absence of benefit or harm.
